As a subconsultant to Davillier-Sloan develop overall program inclusive of all documents, reports, and processes for the counties roll-out of their 1^st PLA countywide.  Attend pre-proposal meetings to inform contractors of PLA requirements, coordinate pre-job meetings with Alameda County Building Trades Council (BTC), collect letters of assent and submit necessary documents to BTC, conduct “Working Under the PLA” meetings with contractors to review all PLA provisions, review monthly workforce reports to asses contractor compliance with local hire, apprentice sponsorship and apprentice utilization goals.  We were also tasked to produce monthly reports to be shared at the Joint Administrative Committee meetings and coordinate with DSI and county staff to resolve issues from each meeting.  Collaborate with Community Based Organizations to conduct construction career information presentations and assist in identifying construction job-ready applicants from among apprentice, veteran and the disadvantaged populations to present to contractors.  Conduct labor compliance site visits as well as interview with potential Disadvantaged Resident Workers to verify status. Monitor trucking for Public Works projects and coordinate pre-job meetings and collection of Letters of Assent from all trucking firms working on county projects.
